In 2014, the California Public Utilities Commission (CPUC) established the Mobile Home Park Utility Conversion Program to replace the gas and electrical systems in mobile home communities statewide from master metered to direct service.
On April 24, 2020, Decision 20-04-004 was issued by the California legislature, establishing the Mobile Home Utility Conversion Program (MHP-UCP). The focus of the MHP-UCP is to continue converting mobile home park utility infrastructure through 2030, with the goal of converting a total of 50% of the spaces in each utility territory to direct gas and/or electric utility service. Mobile home community owners who need their gas and/or electrical systems replaced can apply to the CPUC.
The first criteria for conversion of these systems focuses on safety, then secondarily on improvements in reliability and capacity. To improve efficiency, the program highly encourages joint trenching/conversion of both gas and electric systems throughout the entire park. Other utilities such as cable, internet, or phone services, are encouraged to participate in the program. This would further improve efficiency and potentially reduce overall program costs.
West Coast Pipeline is an approved contractor who participates in the Beyond the Meter portion of this program. West Coast Pipeline installs the gas piping and electrical conduit/wiring that connects each mobile home to the newly installed utility main lines.
